Google Adsense or Content Partner - Double serving ads

Below is a screenshot of a google content partner debt-consolidation-usa.org. At this site they are running two sets of ads. What is interesting is that the ads are not identical. So the adsense partner is manipulating Adsense so they are able to post two pieces of code to run all of these ads.

On a pay per click basis this is not all that bad, but it demonstrates how adsense partners can inflate CPM numbers to the poor folks who are still using CPM based site targeting. It also demonstrates that the big G has a difficult time monitoring how adsense partners manipulate their code.
